Police chiefs and sheriffs from small and large departments alike frequently voice concerns about the hassles involved in recruitment and retention of quality employees. The police recruitment and retention problem can undermine the very mission of law enforcement in society-to serve and protect people and provide law and order.
Today, people expect uniformed police officers not only to fight crime but also to demonstrate high ethical standards and treat people with dignity and respect. To meet these expectations, the law enforcement community has to utilize innovative approaches to police recruitment and retention and elevate the professional requirements for personnel involved in selection and training (Law Enforcement Executive Forum, 2006).
