An Orientation for New Chiefs of Police
PROGRAM DESCRIPTION
Enduring, Surviving, and Thriving as a Law Enforcement Executive is an orientation course for new chiefs of police that will present concepts, strategies, and information critical to a new chief. Timely professional education will assist them in the early stages of their career as police executives and will help them lead and manage their department efficiently and effectively. The successful police chief must be many things to many people. The chief’s role calls for an awareness of multiple constituencies and agendas.
The police chief is expected to set the tone for the organization. Police chiefs are leaders by the time they become the chief executive officer, but leadership is a skill which undergoes continuous refinement and improvement.
The police chief must be adept at handling a variety of human resource issues, such as recruiting, hiring, retention, career development, and performance evaluation. Planning and budgeting are important tools which the new chief must use immediately.
The police chief must understand and implement concepts from community policing to total quality management. It is essential for the police chief to have a clear awareness of certain political realities that accompany the job and environment. In addition to addressing these needed skills, the course will prompt participating chiefs to begin to identify a written short-term strategy for their own agency.
WHO SHOULD ATTEND
Police executives in their new position as chief executive of a law enforcement agency for the first time are encouraged to attend as early as possible in their initial 18-24 months in office.
COURSE REQUIREMENTS
Participants will be required to attend all sessions, keep a Personal Learning Journal, and complete a short-term strategic plan for their agency. This 6-month plan will be a reflection of prior experience, education, lessons learned, and course material. Required reading will include a monograph entitled Enduring, Surviving, and Thriving as a Law Enforcement Executive.
PROGRAM CERTIFICATION
This course is approved for credit by the Illinois Law Enforcement Training and Standards Board. Chief executive officers completing the entire course and meeting all course requirements will receive 40 hours of training credit.

LOCATION and DATES
This unique 40-hour orientation for new chiefs of police will be held at the Hilton Garden Inn in Springfield, Illinois. The course will be held March 16-20, 2009.
COST
Illinois Law Enforcement Personnel : Tuition, instructional materials, textbooks, related supplies, and lodging are provided through a grant from the Illinois Law Enforcement Training and Standards Board. Transportation and meals are the expense of the participant or sponsoring agency.
Out-of-State Law Enforcement Personnel : Tuition for this comprehensive and challenging program is $450 and includes instructional materials, textbooks, and related supplies. Lodging, transportation, and meals are the expense of the participant or sponsoring agency.
